Job Description

SUMMARY OF POSITION:
Responsible for payroll tax compliance with local, state, and federal regulations. Responsible for auditing HR accounts (e.g., employee benefit plans, involuntary deductions, wages and other pay).
DUTIES AND RESPONSIBILITIES include the following:
Preparing and filing payroll tax information for all entities including weekly and bi-weekly deposits, quarterly and year end reporting and reconciliation of same resulting in W-2 production and distribution. This includes magnetic media reporting and setup, and communication and training of payroll tax reporting.
Being responsible for all payroll tax compliance with local, state, and federal regulations. This includes researching laws and regulations regarding taxes, taxable events and payroll withholding procedures in a multi-state environment.
Assisting the Payroll Manager in the development and control of all tasks necessary to accomplish the organization's payroll processing objectives, including relationships with internal and external auditors, state and federal agencies, and eventually with ADP for tax and W-2 processing.
Eventually auditing ADP’s tax filing compliance on behalf of the Company.
Reviewing the processing and reporting of involuntary deductions such as levies, garnishments, child support orders, etc.
Reviewing, developing and maintaining department systems to improve processes and procedures, capture HR data and eliminate non-value added activities.
Auditing the employee benefits eligibility programs, premium payment processes, and claims processing payments to ensure accuracy and to recommend changes to the system.
Analyzing HR data and producing reports (e.g., to gauge and assess department efficiencies, Company turnover by divisions, complaint processing, disciplinary actions, attendance, industrial injuries, etc.).
Coordinating accurate wire transfers through the Accounting Department in payment of HR’s liabilities.
Performing other related duties as assigned or requested.
QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS:
Ability to read and interpret documents such as tax laws, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
OTHER SKILLS AND ABILITIES:
Bilingual/biliterate (Spanish/English) preferred but not required.
Ability to perform in a team environment.
Human Resource office experience or education desired.
